Ya'll got it covered. I should have read comments first. As a rear iral myself, I back the Chief, and would stand in his defense. Even Rom would get my endorsement on the matter. New idea, one that he had intimate knowledge of, yet as the Nagus, Rom never sold those or improved on them for any sort of sale, so far as I've read.

The Chief should know well by now, you can't control what someone does with your invention, idea or theory, after it's left your land of secrecy. Other than this, it was a heavily material dependent operation that had the blessings of those in command, even a healthy push. He's been called a war criminal before, by Cardassians. That bothered him too, because it changed him when he did what he had to do to survive and save lives.

There is also the fact that, "it's never a war crime the first time."!
