I would think that explains why the TARDIS said she stole the Doctor. The pre-Hartnell Doctor incarnation returned to the Division. They wiped his memory and decommissioned his Type 40. When the Hartnell incarnation decided to run off, his symbiotic connection to the TARDIS let her influence him to pick her.
