First, Dudley doesn't eat the cake in the book. That's a movie invention and shouldn't be in the show.

Second, Hagrid is a terrible person. He cares more about monsters than wizards and more about wizards than muggles. He's fine letting others suffer while cleaning up his mistakes. Giving Dudley the tail is very much in character.
