Locke and Celes save each other repeatedly in their story for example she saves Locke and the party when Kefka shows up in the Magitech Factory. The ending was fine as she wanted him to her and she doesn't need to save him as she was strong enough to set in motion of getting the band back together in the second half. Shadow is Relm's father based on the dreams you have if you rest in an inn with him. It is confirmed if you don't save him on the floating continent and Relm has a nightmare about her Daddy leaving as Interceptor leaves her to follow him. I kinda wish they would have had a redemption arc that was rumored the director wanted but had to be cut where Shadow leaves his Ninja persona aside and becomes his original self deciding his life is worth living or something like that.
