The First Doctor, (William Hartnell) has the distinction of being the first Doctor to share confectionery from his pocket when he comforted Vicki in The Web Planet ep 2, offering her some chocolate.
He only did it once, other than sharing a pocket of lollies acquired from The Celestial Toymaker at the end of the story by the same name, but on that occasion they weren't stashed in his pocket.
