I'm Irish but we grew up on a staple of both US and British TV here in Ireland and I can say you are totally off on thinking Frasier would be a better fit. The pub/bar is more ingrained into British society than it is in US society and it a very communal place. I'm not saying a Cheers remake is a great idea, I just was taken aback by your suggestions of British culture missing the fit on a series based in a bar!
