Actually Jerry broke the pact by breaking up with the woman because she ate her peas one at a time. George's wedding was approaching, and Jerry met Jeannie and proposed quickly, telling George that he kept up his end of the pact after all. Susan died after that, while Jerry was still with Jeannie, leading Jerry to use George's line: "we had a pact!" Jeannie only appeared in one more episode after that, in a flashback that revealed that she and Jerry had a mutual breakup with both of them exclaiming that they hate each other.
