His nose is a reference to pinochio because he lies so dam much but half the time is foreshadowing future events i.e the giants. Arlong - you said it yourself it explores it later on the story. What is the point if it tells you everything? It's a very good story is it? I'm not justifying what he did but again it's realistic.
