I disagree. Dudley deserved to get a pig's tail because he was making a pig out of himself eating Harry's cake without asking. I think it also made Harry's Aunt and Uncle realize that there are consequences to their actions. It is probably why they moved Harry into a bedroom instead of making him stay in the closet under the stairs. I say good for Hagrid.
