For his time period, yes. But everyone forgets how broken the old Republic sith were. Nihilus was a literal wound in the force, absorbing life energy of entire planets. Malgus ransacked the Jedi temple. He flew a ship right through the front wall and bodied everyone. Don't even get me started on Revan.

This doesn't make a ton of sense. This doesn't show the sith fearing him at all. Darth Momin doesn't fear him at all, he just got mad when he saw his artwork not credited. Maul and Vader obviously feared him, Vader's suit was designed to be vulnerable to lightning and maul was constantly tortured from when he was a child. Dooku wasn't really tortured as much, but just knew what palpatine was capable of. Besides that, there were no other sith at the time. All you proved was that his three apprentices were afraid of torture. Sith like Revan, Vitiate, or Malgus wouldn't fear him at all.
