Lets not let facts get in the way of a good story now. First of all, if you already own BOTW on Switch, there is absolutely no reason to buy this. That said if you don't, then yes this is what is available. If you do already own BOTW the upgrade is like $20. But buying the Online+ service, which most will likely do, gets you the upgrade. I'm not defending N's pricing, but let's be straight about, shall we? Enough of the pearl clutching.
