I believe she cut her self off from the force for the same reason many others did to a degree since they knew they were being hunted. If you read the Ahsoka book, they discuss a little about how she was hiding and trying to limit her use of the force to not be found. She knew about the Inquisitors hunting Jedi, and they knew exactly who she was.
