Or are they finally going to it that the Doctor should be constantly encountering other timelords since the doctor is only the last time lord in their own life. All thebother time lords may end up being sealed/die during the time war, but that doesnt mean its happened yet from their perspectives

People seem to forget that you could tell a computer not to harm a human, but the the computer will require a some kind of definition of what exaxtly is a human and what isnt

Personally i think she is following the 4 laws still. She just had the human definition altered so that Cleon the 1st is the only human. I also suspect she is the one that has been corrupting the gene line of the Cleons, so that eventually they will no longer be protected by the command to protect and love them.
