I believe the fights in Frieren were as good as Solo Leveling. The difference was there wasn't as many. The story in Solo Leveling on it's own was weak, reflecting a kind of standard power fantasy with a touch of teenage angst wherein Dan Da Dan did even better reflecting the teenage aspects. While Solo Leveling was about "character development" it struggled with actual characters and many got sidelined concepts that never matured into anything. That literally shows it was more held up by the number of fights/action then story where every other option was better. I hope this does not rebound into fighting and poor story becomes more prominent as that is already a problem.
