I think Zeno or the grand priest would most likely be stronger since Zeno can instantly destroy entire universes and the grand priest (I like to think because it would mirror whis and Beerus) is stronger than Zeno so he’d likely be able to do the same and he also has the greatest ultra instinct in all of db
