I think the show needs another long rest.
Even if they had someone new come in as showrunner with a great idea, something that would resonate with fans old and new... I don't think the ratings would improve much, if at all. I don't think lapsed fans are in a hurry to come back. I know I'm not... and for 45 years, Doctor Who was my favorite show. We already got burned by the perceived promise that RTD's return would "right the ship" only to have him continue to make the same sort of mistakes the Chibnall did. Who is going to want to risk being disappointed again?
Has Russell T. Davies managed to redeem the Timeless Child?
I still hate "The Timeless Children" on every level. All on it's own, it finally got me to stop watching the show under Chris Chibnall... until foolish hope that Russell T. Davies would come in and fix what Chris Chibnall broke brought me back for the 60th anniversary. Unfortunately, the 3 non-specials completely underwhelmed me and I stopped watching again after "The Giggle".
After 45 years, my interest in the new episodes is dead. I don't even refer to myself as being a Doctor Who fan anymore.

After 45 years of being a Doctor Who fan, I stopped watching after "The Giggle". I was so unimpressed by the 60th anniversary non-specials that, along with other things Russell T. Davies has said and done just totally put me off continuing to watch. And I only came back to the show (with "The Starbeast") after 2 years away because I just hated what Chris Chibnall did with it.
Somebody once told me that if I wasn't enjoying the Chibnall/Whittaker era that I should just wait 5 years and it'll change again... which it certainly did. The problem for me is... the show never got better again and there is no way I'm waiting for another 5 years on the hope that Doctor Who will improve (because, I don't think it can improve under RTD, quite frankly).
After watching "The Timeless Children", I felt the show needed to go on another hiatus - as the show had back in 1989 - and I still stand by that. It needs to go away again so we can wash the awful taste of the past 6 years from our collective memories. And maybe in another decade or so, somebody with a great idea for Doctor Who will come along and relaunch the show to great fanfare again... like RTD did back in 2005 (but not 2023).
