It is pretty obvious to me that the Holodeck is on the Star Base that they visit in the trailer and not on the Enterprise. They probably visit the Star Base as some sort of mini shore leave and then go on this Holodeck adventure. There is nothing in the original series that contradicts the fact that some Star Bases may have potentially already had Holodeck technology during the 2260s.
