I'm sorry but it seems that you are so thoroughly impressed and convinced that Arcade is Joker level simply due to a few small insults he wasn't scared to hurl......by that standard literally every single villain would be the Joker.

So hey, super strength? Or you know, the fact that he takes blows from mass explosions and literal godlike beings without being pushed around. Or the fact that it is not just hard skin that negates most physical attacks?

Even the most basic versions of Superman won't be pushed by a tank at close range let alone bullets.
