Once infected the onset of symptoms were very rapid. This means in a country where the police are armed any outbreak such as seen in could maybe be contained quickly. Not like where an infected person could fly across the world before symptoms presented, such is implied in the Terry Nation series Survivors, although that didn't include 'zombies'.
