Rey's New Jedi Order Movie Will Have To Do What The Franchise Has Been Avoiding For The Last 10 Years
You must have missed the allegory in the original six films. The original three pulled much from 1970's events. The Prequel Trilogy was a cautionary tale based on both Rome and 1970's events woven in to the tragic hero's saga.
Even in Legends there's allegory and subtle references to events and real places in the novels as well as references and homages to other stories.
The difference most seem to not pick up on between the original six movies and Legends vs. Neo-Lucasfilm is subtlety. Give your audience the room to think and look past the obvious without clubbing them on the head with it.

Even discounting most of Legends lore, the author must have never read Splinter of the Mind's Eye which is the oldest non-movie story made. In there Obi-Wan's spirit did intercede on Luke's behalf when he confronted Vader on Mimban. That effort exhausted Obi-Wan hence why he never intervened directly.
And in Legends, Force Ghosts of the Jedi do move on. In Heir to the Empire, Obi-Wan made his final appearance and gave him his last words after Luke asked if he was the last of the Jedi to which Obi-Wan said, "No, you are the first of the new Jedi."

I personally found characters like Catherine di Medici a bit of a stretch as she was more of a kingmaker than the de facto. Civ VII might be going too far in that direction. If they want a choice of leaders for a civ ala Civ IV for each age, here's an example for England:
Classical:
Boudiccia, Hadrian, one other option
Middle Ages:
Alfred the Great (pre-Norman), Henry II (Angevin), Henry III
Renaissance (they need to being this back):
Henry VIII, Elizabeth I, Oliver Cromwell
Industrial:
George III, Arthur Wellesley, Victoria
Modern (could split this like Civ V did between Modern, Atomic and Information ages; England's leaders would represent the shift to the Prime Minister over rhe House of Saxe-Gotha/Windsor-Montblaten):
David Lloyd George, Winston Churchill, Margaret Thatcher (with a hidden switch to Diana, Princess of Wales)

How about instead of the obvious CSA choice you have Brigham Young instead to represent Deseret and make his traits a mix of cultural/religious (if they have that mechanic like Civ V) and industrial traits. Or even Walker to represent the Filabusters.
And maybe do what only Civ V was brave enough to do; have Iosif Stalin as an option for Russia.

There's plenty of non-Force sensitive antagonists already that could be expanded upon. We had them ever since Jabba was first mentioned. We also had "Bad Good Guys" like Lando in The Empire Strikes Back. Heck one of my favorite antagonists is Grand iral Demetrius Zaarin from TIE Fighter/The Steele Chronicles and his chess match with Thrawn.
Not every Hutt has to be Jabba and not every Imperial has to be a grinning lackey of the New Order to be a good villain. And don't forget species like the Yevetha exist as well.

Sounds like his opinion is based almost solely the movies rather than including some of the better novels from the true EU canon because there is good material for mature audiences. Andor and Rogue One are examples of this under-utilized audience (though in the latter I want to see Operation Skyhook from Legends even more).

It's also Korriban to me; in Dark Horse's Tales of the Jedi, Jedi Knight: Jedi Academy, the Star Wars: Legacy comics, the Darth Bane novels. And yes, Lucas should gave paid attention to New Republic characters still calling the Tomb World "Korriban."

Frankly, he's part of the problem with any consistent continuity. He's done his share of bad retcons even under Lucas's leadership. And don't forget his favoritism for Asokha which affects some stories which should really be given to other characters.
Forced "diversity" has nothing to do with how muddy modern continuity is. It's bad writing, Hollywood cronyism and nepotism and no long range planning for both a good story and respecting the setting.

I also recall the irony of Lucas not wanting Jedi Wookies after Lowbacca and the one that got gunned down pre-Phantom Meanace...then neo-Lucasfilm slapped them in The High Republic.
The sequel trilogy also does a disservice to Chewie considering one of the reasons the true EU was decanonized was because of Vector Prime (the Wookies lionized him BECAUSE of how he honored his life debt and stood in defiance against a whole world in his final moments. And that did have a profound impact on Han as well...and gave Bossk a bloodied nose).

The fallacy with your Dark Empire comment is that Dark Empire was published in the early to mid 90's before anyone knew of the prequels or all of the changes. Additionally for better and worse, it was George's decision on what was incorporated from the EU.
