The hardware is a vehicle for the games. It's an ecosystem they can control. Nintendo doesn't want to monkey around with making games compatible with the array of phones in the market. As evidenced by the Switch, they would rather port mobile games onto the console.

Also, who's going to pay $50-60 for a phone game? Nobody.
