It appears that he never made it to Highgarden, given his lack of communication with Alicent. In a later part of the season, we discover that House Beesbury is at war with the Hightowers. This makes it likely that Otto was captured by them, or one of their allies, while traveling. This situation explains his absence and inability to be reached throughout Season 2.
