For those that don't know the original comics Bucky was supposed to be Captain America went missing, Cap went missing once frozen once both had replacements. When Cap did retire the mantle went to falcon.They skipped that part in all the movies winter soldier came after the first time Cap came back, at the same time Bucky was taken by Hydra.

For most everyone reading this apparently this guy isn't comic focused. In the original comic there were only three original avengers teams the rest all had to put something on the name. And falcon was a captain after bucky held the mantle for awhile. The issue Wilson has is them being associated with such a corrupt official. The same with Amanda waller in DC comics
