But that episode started at the beginning of 1951, indicating that Potter was already the CO of the 4077 in 1950. Gibbs' "introduction" may have been sarcasm in response to his father asking Franks how the latter got the agents guarding Gibbs' house. Gibbs may have been, in effect, saying there's more to Franks than Jackson already knows.

NCIS isn't the first and won't be the last long running series to have inconsistencies/contradictions in its narrative, especially in the pilot in relation to the rest of the series. The longer a series lasts, the more hands involved in its making, the more contradictions creep in. We just have to repeat to ourselves "It's just a show. I should really just relax".
