Wasn't it revealed early in S6 that the charges against Silver disappeared due to Stingray being the world's least credible witness (something like that)? It should follow that Stingray's testimony, while not enough to convict Silver for his shenanigans, was enough to exonerate Kreese for the attack on Stingray for which Silver framed him...and make Kreese's prison break and resulting fugitive status moot.
