While Jellico's leadership style does not work in a civilian setting, it was fine aboard the Enterprise which is a Federation Starship belonging to what is essentially their military branch.
Jellico was hand picked by Star Fleet command to either prevent a war, or be on the front lines of one.
He had limited time to do what his mission called for, and instead of being met with professionals, he had his orders questioned at every turn. While Riker could have discussed his problems with those orders in private, he did do publicly, and acted like a child.
No one bats an eye at Data dressing down Worf for this exact behavior. Why? Because we know and like Data.
People don't like Jellico because he was new and making changes, and the writers set him up to look bad by having Riker throw tantrums over his orders.
I can agree that in a civilian workplace, Jellico's leadership is terrible and should not be tolerated. That said, in the military, under the circumstances of the show, he was well with in his authority, and it was Riker and the Enterprise crew who acted like children questioning and complaining about everything instead of realizing the bigger picture Jellico was sent to handle.
