What makes absolutely no sense is why Marvel Studios hired Robert Downey jr to play the role of Victor VonDoom in Avengers Doomsday. With Downey's high price tag what's the point if you're just going to cover up his face with a mask or Doom's horrible scars? Ya his voice is quality acting and will be recognized but you could have paid him a whole lot less just to do voice over, or just hire someone to mimic his voice which is a very common n acceptable practice in the industry.  

Actually using his voice creates a problem because characters like Sam Wilson, Thor, Cap marvel, etc will recognize it as Tony Stark not Doom.

So how are they going to get around that? Ya he could use a voice modulator but again what would be the point of actually having Downey play the part?

The studio has gone on record to say that Downey is NOT playing a variant / alt version of Stark so...are they just flat out lying to us or are we supposed to believe that Doom has the same face n voice as Tony Stark, "just cuz"?

Reggie is simply a plot device. Similar to what Joe chill is to Batman, almost just a nameless thug that represents uncontrolled crime. Even though DC has done some work on Joe chill, its rather inconsequential, same with Reggie,no need for details.

If you're a fan you should the PrestonJacobs continuation of the series: Its written by serious fans that respect the previous material in an effort to match George's writing style and tone of the series. This is Exactly why they absolutely shouldn't do a Re-make. Tampering with a legacy simply because of your personal social preferences.

The Simpsons touched on this. Should society disfigure the sculpture of David simply because it displays nudity? No it is a masterpiece, culturally n Historically priceless. Appreciate it or not. Leave it as is.
