The decision to move those stories to Legends is because George Lucas never acknowledged them as canon. He wanted the Skywalker saga to end with Luke. Legends didn't live up to that expectation. The franchise is not barbie esk ... it was just rushed. They cut down the time between movies which caused them to need to change directors which is what changed the direction and gave a need for course correction. The story could have been better and there were some loose ends. The funny thing is that was the same issue with all the movies which is why more content is made to fill in the gaps. In 20 years and with more content made the issues can be smoothed out and the narrative can be adjusted. Just like they did with our understanding of order 66.
