It is a close tie between Kirk and Picard, but I give Picard a slight edge. Both are good fighters and level of toughness, but Kirk edges out. When it comes to intelligence both are smart, but Picard is better educated giving him the slight edge. When it comes to diplomatic affairs while both are more than capable, again Picard is more patient and understanding, while Kirk would be more likely to tell them off.
