Accept for the fact that the leaders entire goal was for the pills to create a monster. Valentina wasn't trying to create a villain, she was trying to create a hero that she could control the narrative on resulting in her own endless success. She saw an opportunity to fill the void (no pun intended) that the avengers left with her own industry plant. The leader was using Ross to bring down the government. Vastly different if you ask me.
