I think it did (bring more fun) in Humankind! Every era you picked a new culture, adding their unique "perc" to your civ for the rest of time. It added a whole new layer of strategizing and synergising, and kept things competitive cuz you always wanted to get to the next era first so you had first pick of its cultures (each era had its own list of possible cultures, which varied game to game). I thought it was dope AF!

Ya, plus the culture-change mechanic isnt new, it already proved to work well in Humankind. In that game at least, you did have the option of not changing your culture between eras, but you rarely would want to except to challenge yourself, or for role-playing's sake.
This is because whenever you pick a culture, you get access to their unique unit, building, and perc/trait. I thought it was super fun finding the synergies, and competing to reach the next era first to earn first culture pick.

LMAO! Civilization was never realistic like that, because in real life there's no such thing as a civ surviving all of human history. The ONLY historical info in a Civilization game has always been the "civilopedea" entries for civs, religions, techs, units, etc.
Personally, I think this will be great! If it works like it did in Humankind, it lets the player be super creative building a unique civ through the ages.
