I think it's Eddie, because when Harry went to Eddie to talk about his daughter Eddie berated him as a lacky, a goffer and someone who works for him and the Harrigan family. When Harry proceeded to leave after saying he didn't care I'd Eddie dated his daughter , he just wanted him to treat her wirh respect. Eddie thought Harry had left- - when he knocked on the door and told Eddie when he inherits the thrown he'll be right by his side ing him. So I think the other brother Maeve is referring to is Eddie.
