It's true, although I suppose the comment could be taken in a few different ways. The Doctor only really became the character everyone knows with William Hartnell. Before then, the Doctor was a different person because of the memory wipe that happened in between. So, even if Fifteen does now being the Fugitive Doctor, and that's a big if, then he may not feel connected to Jo Martin's Doctor as a true version of himself.
Dres as the Shreek was a win/win scenario for Think Tank. If UNIT didn't arrive to quell the "threat," then Conrad could still drag UNIT's name through the mud for various reasons. By making them arrive, he was able to "prove" that UNIT was wasting resources on something it "knew" was a false enemy. It was a good plan, and well written by Pete McTighe.
