While the movie was clearly set after the events of Shrek Forever After, 10 years is a much bigger gap than the film implied.
Puss had clearly gotten into plenty of new adventures before the events of Puss in Boots: The Last Wish, but 10 years is a really long time for the Shrek franchise. This does make sense though, as 2023's Puss in Boots: The Last Wish did release 13 years after Shrek Forever After. Interestingly, Puss in Boots: The Last Wish's timeline placement means that Puss in Boots movies bookend the Shrek franchise, with the prequel being the earliest point in the timeline and Puss in Boots: The Last Wish being the latest.

Although the history of Puss is still pretty vague, Puss in Boots: The Last Wish does give some hints as to what has happened since Shrek Forever After. At the start of the film, Puss is living in Del Mar, Spain. He has presumably been living there for a while due to his relationship with the Governor, meaning he most likely moved there not long after Shrek Forever After.
Puss has also died eight times since leaving Shrek and Donkey, which is why he only has one life left at the start of the film. On top of that, Puss also got engaged to Kitty Softpaws before leaving her at the altar, and since there is no mention of this in the Shrek movies, it probably happened after Shrek Forever After. Puss in Boots: The Last Wish sets up Shrek 5, meaning that there are still more adventures to come, but there are still lots of questions surrounding the events that led up to Puss in Boots: The Last Wish.
