In a world full of dangerous creatures that can turn people into stone, everybody needs to be clever and careful to survive. However, that doesn't mean all of the survivors are on the same level, intellect-wise. Raya and the Last Dragon builds a world in which the characters have to struggle to live. Not only are the Druun after them but they also fight and have disagreements among themselves.
Since the film is full of both resourceful heroes and villains, there isn't a single main character that could be called stupid. With that said, some of them proved they had an edge over others.
Tuk Tuk
The film is full of intelligent characters so to end up last is no big shame. Tuk Tuk, Raya's good friend, and animal sidekick is pretty smart. He's at least able to survive in the hostile land filled with the Druun.
However, he easily loses track of what he's doing and Raya points out multiple times that it's natural for him to lose focus. Hyper-intelligent people, on the other hand, rarely ever lose focus on what's going on around them.
Boun
Boun is a pretty smart person - especially considering he's only 10 years old. He's been forced to take care of himself after his family turned to stone. He's also a savvy entrepreneur who leads a successful business. However, when it comes to saving the world, he mostly does what other people tell him to do and doesn't offer much input of his own.
The only exception is when he suggests a plan on how to infiltrate the Fang but even then, Raya realizes her own idea. It's also difficult to overlook he's more of a jokester than a genius.
Chief Benja
Chief Benja is an idealistic person which originally proves to be his downfall as he's turned to stone by the Druun. He's convinced it's possible for all the people to reunite and put their differences asides.
That turns out to be foolish as they attack and wound him. He's a capable fighter but doesn't seem as resourceful as his daughter Raya later proves to be.
Tong
Tong is the last person residing in Spine, the only one who hasn't been turned into stone. He pretends he's a big brute and dresses and acts that way, but turns out to be surprisingly nice and insightful.
For example, he's the only one who bothers to learn what Noi's name is, others just call her the baby or the con baby. Tong's also smart enough to recognize the necessity to forces with Raya in order to save his family and everyone else as well.
Dang Hu
Dang Hu doesn't play such a big role in the film but she still causes trouble for the main characters. She tricks Sisu into believing her and almost kills her. Luckily though, Raya swoops in and saves the day.
The only reason Dang Hu doesn't rank higher is that the film doesn't show that many of her sneaky actions. Still, it's obvious it isn't wise to underestimate this seemingly sweet old woman.
Virana
Virana is a cunning person who operates from the shadows. Instead of going after Raya herself, she lets her daughter Namaari do it for her. Meanwhile, Virana only takes over once she thinks Namaari has fulfilled her purpose.
She's able to trick others well, such as chief Benja, and was also able to prevent her people from being turned to stone by the Druun which speaks volumes about her intelligence.
Noi
Speaking of Noi, the only reason she doesn't rank higher is that she's so young. Still, her actions are pretty impressive. Noi manages to survive after she's separated from her mother and even tricks Raya when she first meets her because she's adorable and it fools people.
On top of that, she's able to infiltrate the Fang palace and drop the gift for Namaari. Noi is the ultimate proof that it's not a wise idea to underestimate someone just because they're young or small.
Sisu
Sisu is the last surviving dragon - and an excellent swimmer, as she likes to point out. Sisu has a sense of humor, is friendly and trusting. Unfortunately, she proves overly trusting several times and gets herself and her friends in danger.
Still, she manages to convince Raya that people are worth her trust. Sisu might not be the smartest dragon of all her siblings but she's by no means stupid. She just sees the world in a different way, an optimistic one.
Namaari
In a way, Namaari is even smarter than Raya. She's certainly more cunning and she tricks Raya into revealing the location of the Dragon gem when they first meet. However, once they both grow older, Namaari is unable to capture Raya.
She manages to track her but Raya usually defeats her, either by using her intelligence against Namaari or by choosing the right allies (such as Sisu who confuses Namaari by showing herself to her and causing the fog).
Raya
When the audience first meets Raya, she's a child and highly idealistic. Just like her father, Raya believes it's possible for all the different lands to come together. She learns her lesson the hard way, becoming more jaded and cynical.
Raya is a smart person, her only mistake is her previous naivety. She's able to overcome multiple traps when she's going after the gems and even figures out how to save everyone in the end.
