The Rinnegan eyes are the ultimate evolution of the Sharingan, but the only two humans who've successfully manifested them are Madara and Sasuke. They manifest with the combination of both Senju and Uchicha chakra, which Sasuke was able to do with the help of the Sage of the Six Paths and Kabuto, who healed the young Uchiha during the War arc using Hashirama Senju's cells. However, the trouble caused by those eyes might be a significant reason why Sasuke did not use his Rinnegan much in his older years.

Sasuke's Abilities Needed To Be Nerfed To Make Boruto More Exciting
Sasuke, unfortunately, lost his Rinnegan eye in one of the Boruto series' most intense arcs. Still, before that, he'd only used the eye to create limited portals and switch his body's location with something in his visual range. While those abilities proved vital and set up some incredible team attacks with characters like Naruto and Boruto, they are far from the feats Sasuke pulled off in his final battles against Madara and Naruto.
Both Naruto and Sasuke became so powerful at the end of the Naruto series that it would have been tough to create compelling villains capable of challenging them in the sequel series. The reasons why Sasuke didn't use his Rinnegan very often are speculative. Still, it's likely the Boruto series wanted to give its next generation time to shine, a shine Sasuke would have easily stolen if he had fully used all the powers he'd shown in the Naruto series.
