Pokémon. Like all regional dexes, the Paldea dex has included many older Pokémon as well.
Sadly, just like in Sword & Shield, many Pokémon are set to not be included in gen 9 at all. There will, of course, be some Pokémon included in the game through DLC or through unique Tera Raid battles like Charizard has been. Either way, many of the strongest and most beloved Pokémon in the history of the game have yet to the ranks of Scarlet & Violet.
Porygon
Porygon, Porygon2, and Porygon-Z are a bizarre line of Normal-types with very diverse move pools and roles. Both Porygon2 and Porygon-Z, in particular, are interesting in that they fulfill incredibly different roles on a team despite being from the same line.
Porygon-Z is a powerful glass cannon Special Attacker who mostly focuses on taking out a few Pokémon with it using a four attack moveset. Porygon 2 is the opposite, using the Eviolite item to create a Recovery spamming tank that chips opponents down with its combination of Ice Beam and Thunderbolt. On top of them, Porygon is an iconic Pokémon in its own right, with one of the most bizarre designs from the first generation.
Kommo-o
Kommo-o is a Dragon/Fighting pseudo-legendary and one of the few pseudo-legendaries left out of the Paldea dex. Despite a four times weakness of Fairy moves, Kommo-o is a very powerful Pokémon with one of the most interesting signature moves in the game.
The entire Kommo-o line were some of the most memorable Pokémon from Alola and have been solid choices on competitive teams since their release. While Scarlet & Violet brought back some iconic pseudo-legendaries in Salamence and Tyranitar, as well as giving them new "Paradox forms," Kommo-o didn't quite get the same love from the ninth generation.
Alakazam
Alakazam is one of the strongest first generation Pokémon, hailing from a time when Psychic was considered the strongest type in the game. Alakazam's monstrous Special Attack stat and Speed made it difficult for teams to deal with from the first generation through the eighth.
Pokémon like Alakazam have been sorely missed in Scarlet & Violet, as most fast, frail Psychic types have fallen by the wayside to a metagame that includes many powerful s of priority moves like Sucker Punch and Jet Punch. However, such an iconic Pokémon deserves the chance to prove itself against teams filled with threats like Palafin and Lowkix.
Gliscor
Gligar's half-bat, half-scorpion design made it one of the most interesting Pokémon in the second generation. Diamond & Pearl followed up on the design, giving Gligar a very powerful evolution in Gliscor, which excelled both offensively and defensively.
The Ground/Flying line is one of the most beloved among the many that received an extra evolution in gen 4. However, like many others, Gligar and Gliscor are currently unable to be used in Scarlet & Violet. Both Eviolite Gligar and Toxic Orb Gliscor were powerful Pokémon in their own right, and they'll both be missed if they're never introduced to the game's ninth generation.
Mamoswine
With the fourth generation came many new evolutions for older Pokémon. The Swinub line, known for being used by Gym Leader Pryce in gen 2, got an amazing evolution in Mamoswine.
There are many fantastic Ice-types in Scarlet & Violet, but Mamoswine fulfills a unique role that none of the other Ice-types really possess. Ideally, Mamoswine could have been a fantastic addition to Gym Leader Grusha's team, Scarlet & Violet. Mamoswine and Piloswine fans can only hope that the line is introduced to the game through Tera Raids or a DLC patch.
Milotic
Bulky monotype Water Pokémon make for some of the most powerful Pokémon in the game. The current king of Scarlet & Violet's metagame, Palafin, fits the bill perfectly. However, one of the most iconic bulky Water-types of all time in Milotic got left out.
Milotic is one of the only Pokémon to appear on multiple champion teams. It's a major part of both Wallace and Cynthia's championship teams. Milotic's place in Pokémon's history is warranted. It's both one of the top defensive Pokémon in the game and is infamous for being very difficult to KO due to recovery. Were it in the game, it could have been one of the top monotype Pokémon in Scarlet & Violet.
Aegislash
The Ghost/Steel-type Pokémon Gholdengo has already proven itself to be one of the best dual-type Pokémon in Scarlet & Violet. However, before Gholdengo, Aegislash was the original Ghost/Steel powerhouse.
Aegislash was undoubtedly one of the most beloved entries in Sun & Moon and was one of the most powerful, as well. Its ability to swap between sword form and shield form made it feel like its base stats were nearly double what they actually were. Combined with an incredible move pool and a great typing, Aegislash was one of the biggest threats in the history of the game, as well as one of the coolest designs.
Snorlax
Snorlax was considered one of the most overpowered Pokémon of its generation, as well as one of the most memorable. Many fans the process of having to wake the sleeping Snorlax from the road in order to continue on their journey.
Sadly, in a game where Pokémon in the overworld is the norm in favor of the original tall grass, one of the best Pokémon models of all time will not be making its appearance. Watching Snorlax fumble around while following its trainer in Scarlet & Violet would have been a treat, but for now, fans will have to hope that the lovable glutton will make its appearance in DLC or a raid.
Metagross
Signature Pokémon of League Champions are almost always fan-favorites. Especially the signature Pokémon of Steven Stone, one of the most beloved champions in the history of the game and one of the most difficult.
Metagross has been known for many different things throughout the franchise. From the Shadow Pokémon of the penultimate boss of Colosseum to Steven's ace to one of the hardest Pokémon to get in Emerald, Metagross has a lot of history behind it. For such a beloved Pokémon, many fans are disappointed they won't have Metagross to loyally follow them in Scarlet & Violet.
Older Starters
Starter Pokémon are some of the most memorable in the franchise. Thanks to Legends Arceus, the starters from that game will make it in Scarlet & Violet. It's also likely that Venusaur and Blastoise will Charizard as Tera Raid Battle Exclusives.
However, the fate of the remaining starters is unknown. Many fan favorites, Pokémon that players grew up with and chose as their very first Pokémon for their very first journey, may never become available in the ninth generation. Thankfully, the ninth generation may have the best batch of starters that the franchise has seen.
