by his Uncle Ben before he died, which motivated Spider-Man to use his powers to protect any and all that he can.

While the saying from Peter's Uncle Ben still carries the ideals of power and responsibility in this reality, they're much heavier here, focusing on the concepts of power in the hands of the corrupt and the necessity put upon the masses to remove them from that power. It's an idea that is in and of itself revolutionary, seemingly being derivative from documents such as the Constitution and the ideas of the consent of the governed: those who are in power should be given that power by the people, not through any other dictatorial means such as force and/or manipulation.

Given the state of this world during the Great Depression, where poverty and hopelessness abound among the innocents and crime runs rampant and unchecked, while official leaders look the other way, it makes sense. Of course the code Uncle Ben es on to his nephew would be geared in a such as way where it's more focused on unseating the corruption of those in power. As such, when Peter becomes the Spider-Man, he's intent on taking out as much of New York's criminal element as he can, and his methods are much more aggressive than that of the classic Spider-Man. Spider-Man Noir doesn't just have webshooters. He also has a pair of Colt .45s. Criminals and government officials alike better watch out.
