Despite being a formidable bounty hunter, Star Wars: Return of the Jedi. The Twins might be Boba's main antagonists in The Book of Boba Fett, and as Fennec points, it won't be easy for Boba to get rid of them, as one can't just kill a Hutt.

When Fennec tells Boba "You need permission if you want to kill them," she is referring to the Hutt Clan's well-established power in the criminal underworld. They are connected throughout the galaxy and are feared by many. So attacking one Hutt is practically attacking all of them: if Boba decides to kill the Twins, he will sign his death sentence, as he (and three guards) will have to face the whole clan. One Jabba the Hutt's cousins won't be easy to remove as threats to the throne, and Boba will most likely have to go deeper into the Star Wars criminal underworld to secure his position as Daimyo.

The Hutt Clan is made up of several clans, or kajidic, which are both gangs and families. The Clan is overseen by the Grand Hutt Council, which is made up of the leaders of the five most powerful kajidic. In this respect, they are comparable to real-world syndicates such as the Chinese Tongs and La Cosa Nostra. Two kajidic have been identified in the Star Wars canon so far: the Desilijic Tiure clan - which was overseen by Jabba the Hutt until his death in Return of the Jedi - and the Besadii family, led by a Hutt called Arok, who was among the leaders of the Hutt Council during the Clone Wars. In The Book of Boba Fett, the Brother can be seen wearing his clan symbol tattooed on his chin (just like Jabba showed the Desilijic clan mark on his right arm). This goes to show just how powerful the Hutt Clan is, and how united its families are.

Boba Fett will indeed need permission to kill the Hutt Twins, but as the flashbacks show, he has the Tusken Raiders on his side. The Book of Boba Fett episode 2 showed Boba teach the Tuskens how to ride, and the Tuskens welcome Boba into their tribe as one of their own. As Boba will climb the ranks of the criminal underworld, he might just have a big enough army to remove the Twins as threats to the Tatooine throne.
