Don't believe Obi-Wan Kenobi, Mos Eisley is far from the only place that serves as the most wretched hive of scum and villainy. The most dangerous criminals in Star Wars don't gather around in cantinas drinking blue milk and picking fights with random farmboys. No, they're all scattered throughout the galaxy trying to escape the public eye or doing their dirty deeds.
For that matter, the galaxy's most wanted and most notorious criminals are either hard to find or hard to kill. There's plenty of them in Star Wars regardless of who is the ruling faction— Empire or Republic. So as it stands, bounty hunters have their work cut out for them— even if some of them are actually among these top bad boys and girls of Star Wars.
Jabba The Hutt
Jabba's probably the idol of many lawbreakers in the Star Wars universe. He's too big of a criminal (literally and figuratively) that he can change the rules themselves. That's just one of the perks of being one of the biggest crime bosses in the Outer Rim.
Jabba and his Hutt Cartel have been around for several thousands of years and have ruled significant locations in the Outer Rim, including their favorite planet, Tatooine. The Hutt Cartel is also powerful enough to be avoided by even the Galactic Empire and influential enough to not fear Princess Leia's "friends."
Maul
After being discarded by the Sith and losing his place and purpose in the Jedi and Sith war, Darth Maul carved out his own space in the galaxy. He's already capable enough to do it on his own so he formed his own evil organization named Crimson Dawn and even led one prior to that called Shadow Collective.
Needless to say, doing evil deeds was ingrained in Maul's personality. His organization, Crimson Dawn, even quickly earned a reputation for its ruthlessness. Even before forming his own organized crime ring, Maul was already causing so much trouble for both the Jedi Order and Palpatine to be ignored by both, as is evident in his participation in the Clone Wars and in Mandalore.
Lady Proxima
Lady Proxima is essentially a female Jabba the Hutt as both share the same energy but the former is a lot more horrific and is more deplorable. She's a leader of an organization called the White Worms and they functioned like medieval fantasy witches, taking in orphaned children and forcing them into a life of crime.
It's where Han Solo got his scoundrel beginnings and learned to be street smart. Even so, Lady Proxima is a huge menace to the societies of Star Wars since she's a criminal that can't get caught due to some law loopholes involving children.
Cad Bane
Cad Bane is quite a wildcard when it comes to capabilities and criminal activity. He's also a bounty hunter and one of the most fearsome ones ever as he was able to take on both Obi-Wan and Quinlan Vos and almost win. As expected of a criminal who has the ability to kill Jedi, he got a little too cocky for his own good.
Cad Bane eventually became so notorious that at one point, he was wanted in both the Republic and the Jedi Order. Some of Bane's most heinous crimes include kidnapping force-sensitive children and bombing the Jedi Temple itself, inadvertently causing the exile of Ahsoka Tano.
Din Djarin
Of course, not all criminals are amoral or malicious. Some of them just had to choose the lesser evil between the two choices. In Din Djarin's case, his father instincts kicked in and he developed an attachment for a bounty, namely Grogu/Baby Yoda.
The result of Din Djarin absconding away with Baby Yoda was severe. He practically became wanted in all of the Outer Rim with a huge bounty on his head and for a while, got exiled in Nevarro's bounty hunter guild. Still, he managed to survive against all odds by utilizing everything he learned as a Mandalorian and being ruthless against his enemies or picky with his allies.
Fennec Shand
A criminal and fugitive armed with a sniper rifle with a scope is bound to be on the most-wanted lists. Fennec Shand certainly was and it made her a prime target for many aspiring bounty hunters in Tatooine. She initially worked as an assassin for other crime syndicates before the fall of the Galactic Empire.
Sure enough, Fennec was exceptional when armed with a sniper rifle. It had to take a Mandalorian with an ally in order to catch her and even then, they still barely got by and were nearly defeated. Now that she's Boba Fett's ally, she'll only become even more dangerous.
Canto Bight's DJ
Not all criminals in Star Wars are gunslingers or huge cartel bosses, some of them are merely hackers trying to sell valuable information to the highest bidder. Such a practice has a domino effect and only fuels the war between two factions further.
Unfortunately for the galaxy, Canto Bight's DJ simply doesn't care. He's a thief and a slicer, someone who hacks into computer systems expertly. DJ doesn't have an allegiance to anyone but himself and while he might not seem dangerous to individuals due to his lack of combat skills, he's definitely a danger to the galaxy due to his philosophy.
Ziton Moj
Much like Jabba the Hutt, Ziton Moj is also a big shot crime lord of one of the biggest syndicates of the Outer Rim. Ziton is the latest leader of the crime organization the Black Sun. Before the rise of the Galactic Empire, the Black Sun was allied with the Shadow Collective and had dealings with the Sith.
Unlike Jabba, however, Ziton Moj was a crime boss who was capable of defending himself physically. He's skilled in many different forms of martial arts and can be an unpredictable opponent for someone who doesn't use the force.
Saw Gerrera
Even people who mean well can turn to extremes as explored by Rogue One. Saw Gerrera became quite a nightmare for both the Rebel Alliance and the Galactic Empire when he became more of a bandit than a freedom fighter.
His methods turned drastic and he often resorted to atrocities and war crimes to do what he thinks is right and to deal some vengeance against the Galactic Empire. He might have been a noble rebel once, but he quickly devolved into a desperate radical whose trust issues make him too unstable.
Jango Fett
Speaking of bounty hunters who don't care much about the law, Jango Fett is another notorious figure. For one, he sold his genes to Kamino for nefarious purposes though he probably didn't know this. Other than that, Jango also agreed to assassinate Pe Amidala, which is an illegal assignment.
Simply siding with the Separatists and Count Dooku also makes Jango a criminal in the eyes of the Republic and the Jedi Order. The fact that he can go toe-to-toe with Jedi makes him a lot more dangerous than other most-wanted people in Star Wars.
