Three years after the Hidden Path was mentioned in Jedi survivors of Order 66.
This was primarily executed by Darth Vader's Imperial Inquisitors, although Vader was unsurprisingly also directly involved in the hunt for Obi-Wan Kenobi. During this hunt, Obi-Wan found himself in a rebel hideout, in which he saw Jedi Quinlan Vos' name etched into the wall of one of the tunnels used to shuttle Force-sensitive beings and surviving Jedi to safety. This scene in Obi-Wan Kenobi confirmed the existence of the Hidden Path and its connection to Vos on the Star Wars screen, but it wasn't until Tales of the Underworld that the origins of that path were revealed.
The Hidden Path Was Established By Quinlan Vos
Tales Of The Underworld Confirmed This Origin Story
Early in Tales of the Underworld, Asajj Ventress encounters a young Jedi—one of the survivors of Order 66—who is searching for the Hidden Path. In their discussions, the Jedi, named Lyco, confirms that it was Jedi Quinlan Vos who established the Hidden Path, which is "how the Jedi are escaping the Empire." Tales of the Underworld has also already confirmed a relationship between Vos and Ventress, as, at the beginning of the show, Vos was shown carrying Ventress' body to the Water of Life, which connected to the Nightsisters of Dathomir.

Viewers of Tales of the Underworld who have read Star Wars: Dark Disciple, written by Christie Golden, will already know the backstory between Ventress and Vos, which included the two (shockingly) falling in love with one another. At the end of that story, Ventress died to save Quinlan Vos, at which point he brought her to the Water of Life, just as he did in Tales of the Underworld. Evidently, following those events, Vos went on to survive Order 66 and establish this system that saved the lives of countless Jedi and Force-sensitive beings.

Why Quinlan Was The Perfect Jedi To Set Up The Path
Quinlan Knew Much More About The Underworld Than Many Other Jedi
Although many had already suspected a significant connection between Quinlan Vos and the Hidden Path, if not this exact origin story, based on Obi-Wan Kenobi, Tales of the Underworld was the first to confirm that Vos himself had begun the path. This really is the perfect story for Vos, as he, more than most other Jedi, understood the underworld. Specifically, Quinlan Vos had one of the rarest Force powers in Star Wars: psychometry.

This Force ability allowed the to touch an object and see into its past, something that was also exhibited by Rey in Star Wars: The Force Awakens. Due to this ability, Vos was among the Jedi Order's best trackers, and this frequently led him to searches throughout the criminal underworld. Because of this history, Vos had so much more familiarity with the underworld than many others, and he was therefore able to more easily navigate it than other surviving Jedi would have been.
What Happened To The Path After Obi-Wan Kenobi?
Jedi: Survivor Has Revealed The Path's Fate After The Show
Although Cal Kestis' Star Wars story hasn't been brought to the screen in any of Star Wars movies and TV shows (thus far), it was explored in detail in the canon Star Wars video games, Star Wars Jedi: Fallen Order and its sequel, Star Wars Jedi: Survivor. In Jedi: Survivor, we get a greater look at the Hidden Path, as protagonist Cal Kestis discovered the path on Jedha and through it reconnected with various others, such as the Nighsister Merrin and fellow Jedi survivor Master Cere Junda.
While the Hidden Path has therefore appeared in Star Wars before, this is nevertheless a thrilling update, and it may even set up a spin-off show about Vos and his role in the path. Particularly given Vos only appears very briefly at the beginning of Tales of the Underworld, this would make sense. At present, it's unknown whether Vos will have such a return in Star Wars, but, for now, Star Wars: Tales of the Underworld has confirmed what Obi-Wan Kenobi had only hinted at: the Hidden Path was established by Jedi Quinlan Vos.
