Although Hulk than Bruce could ever be. The newest iteration of the Savage Avengers include Clayton Cortez, otherwise known as Weapon H, among their number. Conceptually, combining Wolverine and the Hulk's power sets already makes Weapon H stronger than the Hulk. However, Clayton has begun to display new abilities that may make him into the strongest Gamma-powered character of all Marvel Comics.

Being thrown into a new context and meeting new people can spark change and personal growth in an individual. This seems to be the case for Weapon H, as Clayton's continued participation in the Savage Avengers has caused his powers to evolve in unique ways. The experimental process that gave Clayton his powers involved genetic experimentation as well as cybernetic enhancements, and from this Weapon H has recently discovered that he can alter the frequency of his own Gamma signature. In Savage Avengers #4 by David Pepose, Carlos Magno, Espen Grundetjern, VC's Travis Lanham, and Tom Brevoort, Weapon H uses this new ability to shift from his Hulk powers into those of the Leader. Throughout the series, Cortez has learned that altering his Gamma signature allows him to switch into the abilities of Gamma-powered beings such as Red Hulk and Red Harpy.
Over the course of the new Savage Avengers series, it seems that currently Clay Cortez' psyche is not split like Bruce’s when it comes to their Hulk and non-Hulk personas. Having an adamantium skeleton, claws, and a healing factor added on top of Hulk's powers definitely set Weapon H up as more powerful that Bruce could ever be. But with the added ability to shift through the power suites of various Hulks at will, it's clear that Weapon H has the potential to be stronger than any member of the Gamma gang.
He might be the newest Hulk on the block, but Weapon H truly could end up being the strongest there is. Clay Cortez has the heightened senses of Wolverine, his own set of adamantium claws, and a plethora of Hulk power suites to chose from whenever he's facing a fight as Weapon H. Bruce Banner will always be the first Hulk, but Savage Avengers shows that it's doubtful that he will ever be the strongest Hulk on the Avengers ever again.
