When it comes to powerful characters in comic books, it's pretty hard to name anyone stronger than Cyborg.
The bizarre and terrifyingly powerful fusion of Superman and Cyborg debuts in the story "Catfish Crisis" by Stuart Moore and Cully Hamner from DC Cybernetic Summer #1. After Superman and Cyborg are attacked at the beach by Cyborg Superman, their fight is interrupted by the sudden appearance of Super Cyborg Cyborg Superman. It's a shock for everyone involved.
This appearance is so surprising and distressing that Superman is able to bring Cyborg Superman down while he's distracted. It's then revealed that Super Cyborg Cyborg Superman is none other than Batman in disguise. This strange costume is a bizarre outfit he came up with to distract Cyborg Superman long enough to be beaten, but the real twist is when Henry Victor Kentshaw Clarkstone reveals himself to be real.

DC Officially Unveils Superman's Son's New Design as a Cyborg Monstrosity
Superman's son, Jon Kent, enters a dark new chapter as he transforms into a cyborg monstrosity, hinting at his major role in Absolute Power.
Clarkstone Is Revealed to Be a Real Character
"Catfish Crisis" by Stuart Moore, Cully Hamner, Hi-Fi, and Rob Steen from DC Cybernetic Summer #1
The shocking twist of the story is that Clarkstone, whose full name is Henry Victor Kentshaw Clarkstone, is completely real. Not only is he real, but he's hanging out with the Anti-Monitor and Harbinger from Crisis on Infinite Earths by Marv Wolfman and George Pérez. The group seems to be playing poker with entire planets as their chips. While this is written off as a joke, it's honestly no surprise that Clarkstone would be keeping such company. A Cyborg Superman like Clarkstone would be utterly unbeatable. Separate, these three characters are each capable of destroying planets, but together they'd become a universal-level threat.
Everyone knows what the Man of Steel is capable of, but he'd become so much stronger with the combined might of Hank Henshaw and Victor Stone.
There's not much point in going over Superman's powers. Everyone knows what the Man of Steel is capable of, but he'd become so much stronger with the combined might of Hank Henshaw and Victor Stone. Victor alone is a technopath, capable of controlling any technology he wants with ease. He has regularly hacked the United States Military without any problems, and he's capable of opening Boom Tubes on command thanks to his Mother Box. Hank Henshaw has all the powers of Superman and more, including the ability to corrupt and take over any technology he comes across.
Superman, Cyborg, and Cyborg Superman Merge Into 1 God-Tier Character
This Trio Makes For An Incredibly Deadly Combination
Cyborg Superman once nearly took over Apokolips, with Darkseid helpless to stop him without Superman's help. Cyborg has regularly shown how powerful he is by disabling or turning any system on Earth into his own plaything, and Superman is one of the most physically powerful beings in the Multiverse. Any one of these characters could be a major threat, but when all three are fused together, the new being becomes a crisis-level problem. Thankfully, it seems that Superman and Cyborg will never have to deal with Clarkstone, as he's too busy playing poker for the fate of entire worlds.
