This new Batman universe has recently been developed further in HBO's The Penguin series, which stars Colin Farrell reprising his role of Matt Reeves' The Batman - Part II, scheduled to be released in October 2026. While several notable villains from DC Comics have already been established in The Batman's world, The Penguin explains why one in particular would be perfect for the sequel.

The Batman didn't only focus on the Riddler as a major antagonist in Gotham City, but also debuted a number of other iconic villains from DC Comics, mostly comprising those in Batman's rogues gallery. As well as Gotham City crime family Oswald Cobb, Carmine Falcone and Salvatore Maroni, others such as Selina Kyle's Catwoman and the Joker also made their mark. This creates the opportunity for a great many villains to oppose Robert Pattinson's Batman in his adventure, with others also being heavily teased.

Barry Keoghan debuted as "Unseen Arkham Prisoner" in The Batman, though he was later confirmed to be this universe's depiction of the Joker, who has a congenital illness that means he permanently wears a smile. It would be great to see his origin story and history with Batman explored in future projects.

Most notably, The Penguin seems to have been teasing the Court of Owls as antagonists for the franchise's future. This secret organization comprises many of Gotham's richest and most influential citizens in DC Comics, who commit assassinations and political strategies to shape Gotham to their will. A focus on political corruption and elitism in Gotham makes the Court of Owls a likely inclusion, while Matt Reeves and Robert Pattinson have also mentioned wanting to include Mr. Freeze, Calendar Man, Hush, Scarecrow and Professor Pyg, among others.

Focusing on Oswald Cobb's Penguin throughout his eponymous spinoff series has provided more than enough evidence proving that he would make the perfect primary antagonist in The Batman - Part II. This has come as a huge surprise to many, as the Penguin was introduced as a minor annoyance in The Batman, and few expected him to make his mark as a formidable threat to Bruce Wayne and Gotham as a whole. He was certainly an interesting side character in The Batman, but more powerful foes were set up alongside him.

Now, however, Oz Cobb himself has become the powerful foe to the heroes of Gotham City. Throughout his series, the Penguin has maneuvered so that the Maroni and Falcone crime families are no more, the new Gigante family, led by Cristin Milioti's Sofia Gigante, is faltering at the first hurdle, and he has already brought together several warring gangs to create a strong and seemingly-unwavering personal army. The Penguin has amassed a huge amount of power in his series, which sets him up perfectly to oppose Batman in the much-anticipated sequel.

After the events of The Batman and The Penguin, the similarities between Oz Cobb and Bruce Wayne would actually make their head-to-head battle much more meaningful. While Oz Cobb was depicted as little more than the Iceberg Lounge's owner in The Batman, The Penguin has revealed that he is truly a man of the people who has built himself up from nothing. Batman tries to present himself as a man of the people, a normal citizen of Gotham, so this battle of philosophies and moralities would be incredible to explore in The Batman - Part II.
