While Bilbo Baggins quickly learns just how great and powerful Gandalf is, at first he seems to just think he is an eccentric person who is a little wild. When he learns that there are other wizards around in the world, he quickly questions what they are like.
He brings a classic Bilbo line by asking if they are all like Gandalf, hinting at the fact he doesn't quite trust that Gandalf is anything powerful. It's classic naivety from Bilbo and that's why he is such a great character.
