ABC renewed The Rookie for an eighth season, which is being held for midseason, meaning it won't premiere until 2026 (per TVLine).
Lucy ed the sergeant's exam in The Rookie season 7, episode 17. Unfortunately, for her, the only open sergeant position at Mid-Wilshire is during the night shift. So, episode 18 begins with Lucy's first night on the job, setting up her future at the LAPD and with Tim. The finale's opening also reveals that Nolan has been tracking Oscar's movements since his prison break, setting up his and Harper's adventures in the episode. However, perhaps the most important development in The Rookie season 7 finale comes at the very end when one familiar face walks back into the characters' lives.
Why Monica Returns
Monica Makes A Deal For Her Immunity
After being absent for most of the season, Monica Stevens returns in The Rookie season 7 finale (but only for about five seconds). FBI agent Matt Garza from The Rookie: Feds gathers Nolan, Grey, Angela, and Wesley, along with other important law enforcement officials, for a meeting. There, they learn that Monica has made a deal for her freedom.
Garza explains that the intelligence community and Justice Department agencies convened when they discovered that top-secret national intelligence had been stolen from an NSA facility in Los Angeles. They evaluated the possible "national security repercussions" of this information becoming public and decided it wasn't worth the risk to national security. So, they agreed to meet the demands of the person who acquired the intel — Monica. She leveraged the government with the stolen secrets, securing her immunity. The Rookie season 7 finale ends with Monica striding in, asking the characters, "Miss me?"
Oscar Escapes (Again): What This Means For The Rookie Season 8
Oscar's Whereabouts Are Unknown At The End Of The Season 7 Finale
Monica steals the show at the end of The Rookie episode, but the first half is all about Oscar. Nolan learns that one of the criminals who previously worked with Oscar to steal $10 million worth of diamonds from a Las Vegas jewelry store had been murdered. He believes that Oscar killed him while trying to learn where he stashed the diamonds. However, Oscar had another partner who likely knows where the diamonds are and who just so happens to be getting out of prison soon.

Grey greenlights Nolan's mission to find and stop Oscar, telling him to bring Harper on his latest mission. The two Rookie characters manage to find Oscar's second accomplice. However, so does Oscar, who also spots Nolan and Harper before they see him. The villain then kills his former partner to get the map to the diamonds and takes Nolan hostage to help him dig up the jewels. They venture into the desert, where they find the diamonds.
Thanks to a kid with a drone, though, Harper finds Oscar and Nolan before it's too late. Harper's arrival results in a shootout, which ends with Oscar's getaway helicopter coming to his rescue and Nolan recovering the diamonds. So, The Rookie season 7 finale ends without Oscar in custody, meaning the characters will still have to deal with him in season 8.
Tim's Confession To Lucy Explained
Tim Thinks He's Ready To Get Back Together With Lucy
The Rookie villains aside, the season 7 finale also features a small development in Tim and Lucy's relationship. The two have been broken up since season 6, and the series has been building up to a reunion between the fan-favorite couple ever since. Tim has been going to therapy and working on himself. Meanwhile, Lucy became a sergeant, meaning she could be in a romantic relationship with Tim without facing any repercussions at work (since Tim is also a sergeant and no longer her superior). Now, it might be time for them to rekindle their romance.
The Rookie season 7 ends without any confirmation of what's next for Tim and Lucy.
Near the finale's end, Lucy arrives home after her night shift and finds Tim making breakfast. She happily grabs some food and sits on the couch. Tim, from the kitchen, starts spewing all the reasons why The Rookie. When he gets to the part where he suggests they move in together, Tim notices that Lucy is asleep. Under his breath, he says that it was a good try. Tim then covers Lucy with a blanket, kisses her head, and says, "To be continued," leaving the status of their relationship unclear heading into season 8.
The Rookie season 7 ends without any confirmation of what's next for Tim and Lucy. Perhaps the episodes will feature them starting anew and moving in together. Or The Rookie season 8 could begin with the couple having an actual talk (with both parties awake and sober) about their relationship.
How The Rookie Season 7 Finale Sets Up Season 8
Monica Will Return Again
Monica's appearance in the finale suggests she will play a big role in the season. As some may , Monica briefly appeared in The Rookie season 7, episode 11, when she hired a woman to retrieve a government employee's ID (which is undoubtedly how she gained access to the aforementioned top-secret NSA intel). At first, it seemed like this would set up the end of Monica's arc in The Rookie. However, the season 7 finale proves that Monica is just getting started in the ABC series.

Now that Celina has graduated, Nolan has to find a new rookie to train in The Rookie season 7, but the perfect character for the job is now gone.
What To Expect From The Rookie Season 8
Monica Might Be The Big Bad (Again)
The finale ending with Monica indicates that she could be The Rookie season 8's Big Bad, looming over the episodes as a threat that the characters can't seem to stabilize. As a result, we'll be seeing much more of Monica in episodes. Aside from the villain's return, though, "The Good, the Bad, and the Oscar" implies that a Chenford reunion is near. So, fans should also expect to see Tim and Lucy back together in season 8.
As for everyone else, Nolan will likely get a new rookie, given that Celina has graduated. Wesley could get a worthwhile storyline after ADA Sean Del Monte dropped out of the DA race (maybe Wesley could run). Miles should continue learning under Tim's command. Harper could maintain her pursuit of police reform, but it's unclear what comes next for the other characters. Nevertheless, the hope is that antagonists like Liam Glasser will appear, especially after The Rookie season 7, episode 15 teased that his story isn't over. Only time will tell what will come in The Rookie season 8, though.
