Hershel to start a fire at the docks, which warned the Dama and her forces that the New Babylon Federation was coming, all while trying to hide his true allegiances from Maggie.
While speaking with ScreenRant's Tatiana Hullender, Kim was asked whether Hershel can protect the people he loves while also helping the Dama. Kim hints that Hershel will ultimately have to choose between Maggie and the Dama as he cannot be loyal to both of them. He breaks down how Hershel appreciates Maggie opening up and listening to him more, but that the Dama has already got into his head through being "a motherly figure" to him. He also teases that Hershel's relationships with both characters will change dramatically. Check out his comments below:
Well, that's the big conflict, right? Because he's got to choose somebody. His mom has been opening up more and listening to him more. At the same time, the Dama got in his head already, and so he is getting pulled one way or the other, and he doesn't even know how to deal with that, really.
I think the Dama becomes a motherly figure to him. She's very gentle - and very manipulative, but he doesn't really see that. She really listens to him, and he starts trusting her. I do think there's definitely a motherly dynamic there.
I think we've seen a little bit of this already, but Hershel's relationship with both the Dama and Maggie changes drastically this season. Whether they improve or decrease, I just think there's such a big shift there. It's really exciting, and that's something to look forward to, for sure.

Hershel Will Soon Have To Choose Between The Dama & Maggie
Kim's comments about the Dama being "a motherly figure" and having "a motherly dynamic" hold more weight after the flashbacks in season 2, episode 3. From Hershel's perspective, it is easy to see why he thinks the Dama is validating his feelings and seeing him for who he is in a way that Maggie has never done. Since the Dama provides what he has always wanted from Maggie, he is unable to see how he is being manipulated. He is even willing to betray his own mother and to be a spy for the Dama.

Dead City season 2 will see the return of some Walking Dead veterans and familiar faces alongside a plethora of exciting new additions to the cast.
As frustrated as he is with Maggie, Hershel does not want her harmed, and he still wants to have a better relationship with her. What he wants from the Dama and from Maggie cannot coexist, though, and he will soon have to decide which relationship he values more. That defining choice may come when Hershel comes face-to-face with the Dama in New York City, which will likely be part of the "big shift" that Kim teases is to come later in the season.

Since season 1's ending, Hershel has proven to be a surprisingly complex character, and that complexity is further amplified by being a mole for the Dama. I hope that the "big shift" will be Hershel ultimately choosing Maggie and realizing that the Dama has only ever wanted to manipulate him for her own gain. The circumstances of The Walking Dead: Dead City season 2, which have Hershel fighting to survive alongside his mother can hopefully help bring them closer together and allow him to see the truth for himself.
