A deleted scene from <em>Wicked </em>explains that the reason why Glinda cannot perform magic is because, in Elphaba's opinion, she has never needed it before. While I initially thought this was a strange choice, considering it poses a massive question, I now agree with others' opinions on the matter. Glinda would need to come to this conclusion by herself, because let's be honest, if someone other than Elphaba told her this directly, she probably wouldn't listen. Glinda is so determined, but this is absolutely a case of self-discovery.
