Those following John Layman and Pete Woods' Titans run know that the last issue ended with Psycho-Pirate infiltrating the Titans, preparing to attack Raven and manipulate her emotions and powers to aid in his and Deathstroke’s larger plan to dismantle both the Titans and the Justice League.
Titans #21 sees Psycho-Pirate put his plan into motion, infiltrating Raven’s unstable mind and taking control as the two essentially merge into one. Given that both Raven and Psycho-Pirate are two of DC’s most powerful psychics, this merge creates a psychic threat of epic proportions.

As revealed in Psycho-Pirate’s monologue, Raven’s recent merger with her dark half—the Dark-Winged Queen—has left her mind and powers vulnerable, creating an opening for Psycho-Pirate to infiltrate. Using his emotional manipulation powers, the villain does something he claims he has never done before: he completely takes over Raven’s mind, merging the two into one. This not only results in Raven losing control of her mind but also gives the hero a new look, as she is now pictured wearing Psycho-Pirate’s empowered Medusa Mask.
This merger implies a significant power-up, as their already substantial powers are now wielded by one overpowered being—Psycho-Raven. Readers get to see the full extent of Psycho-Raven’s abilities when she projects her desire for the Titans to kill each other, instantly throwing the team into chaos as they try to carry out her directive. Psycho-Raven’s ability to take out a premier DC superhero team full of powerhouses with just a few words demonstrates how overpowered this form is. Luckily, Raven manages to regain control from Psycho-Pirate, restoring her normal form.

Unlike the Marvel Universe, which is filled with psychic heroes and villains, the DC Universe rarely faces psychic threats. So, seeing DC not only feature a psychic villain in a major storyline but also give them a power upgrade by merging them with one of DC’s most powerful heroes shows the publisher’s increased focus on the lesser-explored psychic side of the DCU. DC has made a strong attempt to match Marvel’s psychic prestige by showcasing Psycho-Raven’s ability to take down an entire room of some of DC’s most accomplished powerhouses. While Psycho-Pirate lasted only one issue, it was still epic to see DC step up and challenge Marvel’s dominance in the psychic realm.
