there are so many versions of bizarro. there's a version of bizarro created by lex luthor, one created by emperor joker, one from bizarro world, so it really just depends on which one you mean. some of them are evil, some are misguided. it's kind of a mess.

Brainiac's shrink-ray has never needed to be continually applied. it's also shown to be incredibly hard to reverse, since it took Superman like, decades, to cure the people of Kandor. but if the writers wanted to bring Doomsday back, that would certainly work, I suppose.
